An HD video converter that changes the picture, not just the label
A plain format converter only changes the file type, so the clip plays just as blurry as before. A plain resize makes each pixel bigger. Here, the AI fills the gaps with new pixels, based on what real footage looks like. A clean source gives the best result. A very blocky one improves, but it still looks like an old clip.

No. It comes out at 720p, which is HD. Output is always exactly twice the input's width and height, and there is no resolution picker. So 480p becomes 960p, 540p becomes 1080p and 720p becomes 1440p. A 240p clip reaches 480p, still short of HD.
Yes, as a side effect. It converts the picture to HD, and every video comes back as an MP4. If you only need a new format, a plain format converter is quicker. It accepts MP4, M4V, MOV, WebM, MKV and AVI up to 500 MB.
